Fire at illegal market In India kills at least 18

KOLKATA, India (AP) ? A fire broke out at an illegal six-story plastics market in the Indian city of Kolkata early Wednesday morning, killing at least 18 people, police said.

The blaze, which started before 4 a.m., was likely caused by a short circuit, said West Bengal fire minister Javed Khan. The fire was under control by mid-morning, he said, but toxic gases being released by the blaze were hampering rescue efforts.

A police official, speaking on condition of anonymity because he was not authorized to speak to the media, said at least 18 people had died. He said police were looking for the owner of the building, which was filled with dozens of small shops selling various plastic products.

At least 11 people were hospitalized in critical condition and the death toll was expected to rise, Khan said.

He called the scene of the fire "an illegal, unauthorized market."

However, local residents said the market had been operating in the building for nearly 40 years. They said there was only one entrance to the building, which made rescue efforts difficult.

The building housed several warehouses on its upper floors, where chemicals, paper and plastics were stored.

Police said the victims were porters working in the market, who also slept there at night. Seventeen of the dead were men.

In December 2011, at least 93 people died in a deadly fire in a hospital in Kolkata. Soon after that, the state's top elected official had promised that her government would crackdown on lax safety procedures in public buildings.

Safety regulations are routinely ignored in India, where fire stairways and evacuation drills are rare. Even if fire extinguishers are present, they are commonly several years old and never serviced.

MetroPCS widens Rich Communications Services to all North American carriers

There's been a degree of irony to MetroPCS' support for Rich Communication Services when it's been limited to the one carrier's network in the US -- where's that universal chat and sharing we were promised? The carrier plans to live up to those lofty expectations with word that its Jibe Mobile-developed Joyn service will talk to devices on any North American carrier that supports the spec. That currently doesn't equate to ubiquitous access when RCS isn't widespread, but it's a start. We'll just have to wait for the expanded service to deploy later this year, and for more hardware to hit the streets.

Using Facebook app may be cheaper than texting

Facebook has sweet-talked 18 cellphone operators in 14 countries to get discounted or free data for Facebookers who text and chat on Facebook's Messenger app.

When the details are ironed out and the deal kicks in, messaging via Facebook?s messenger service may turn out to be cheaper than texting in some countries. The feature will work on the Messenger app for Android or iPhone and the Every Phone service for basic phones.

While Facebook doesn't mention this in its announcement of the deal, The Atlantic brings up the possibility that the feature may make calling cheaper too.

That's an intriguing possibility. Facebook does have a calling service tucked within the Messenger app. But for now, this feature is limited to the Messenger app on iPhones. And, it's only available in the US and Canada--two countries that are absent from the Facebook's list of new mobile operator partners.

If the calling feature did roll out to non-iPhone phones globally, it could make Facebook an attractive mobile tool. In places like India, for example, mobile users go to elaborate lengths to avoid paying call fees on their cell phone, spawning a convoluted but surprisingly functional "missed call ecosystem." It's reasonable to assume that any free mobile service that carried a free (or discounted) calling feature tucked in could become a popular one among mobile phone owners.

Of course, this would depend on what price the "discounted" data plans were fixed at, and if, if ever, Facebook took its voice calling global. If we got that far, would mobile operators be willing to let Facebook up their data-based calling feature and let it benefit from a discounted data scheme? A Facebook spokesperson told NBC News Digital that "the length of the free/discounted data [would be established] at the discretion of the mobile operator." As to the nitty-gritty of the deals, they have no other details to share, so we'll just to wait and see. In the meanwhile, here are the operators involved:

Scientists are reporting "laboratory resurrections" of several 2-3-billion-year-old proteins that are ancient ancestors of the enzymes that enable today's antibiotic-resistant bacteria to shrug off huge doses of penicillins, cephalosporins and other modern drugs. The achievement, reported in the Journal of the American Chemical Society, opens the door to a scientific "replay" of the evolution of antibiotic resistance with an eye to finding new ways to cope with the problem.

Jose M. Sanchez-Ruiz, Eric A. Gaucher, Valeria A. Risso and colleagues explain that antibiotic resistance existed long before Alexander Fleming discovered the first antibiotic in 1928. Genes that contain instructions for making the proteins responsible for antibiotic resistance have been found in 30,000-year-old permafrost sediment and other ancient sites. Their research focused on the so-called beta-lactamases, enzymes responsible for resistance to the family of antibiotics that includes penicillin, which scientists believe originated billions of years ago.

They describe using laboratory and statistical techniques to reconstruct the sequences of beta-lactamase proteins dating to Precambrian times, 2-3 billion years ago. The team also synthesized the inferred ancestral enzymes and conducted studies on their stability, structure and function. "The availability of laboratory resurrections of Precambrian beta-lactamases opens up new possibilities in the study of the emergence of antibiotic resistance," the report states. "For instance, it should now be possible to perform laboratory replays of the molecular tape of lactamase evolution and use such replays to probe the molecular determinants of the efficiency of lactamases to adapt to different types of antibiotics." The authors also note that the extreme stability and catalytic features displayed by the 2-3-billion-year-old lactamases suggest that resurrected Precambrian proteins have utility for the biotechnology industry.

Local warming: U.S. cities in front line as sea levels rise

NORFOLK, Virginia (Reuters) - The signs of rising water are everywhere in this seaport city: yellow "Streets May Flood" notices are common at highway underpasses, in low-lying neighborhoods and along the sprawling waterfront.

Built at sea level on reclaimed wetland, Norfolk has faced floods throughout its 400-year history. But as the Atlantic Ocean warms and expands, and parts of the city subside, higher tides and fiercer storms seem to hit harder than they used to.

Dealing with this increased threat has put Norfolk at the forefront of American cities taking the lead on coping with intense weather, from floods to droughts to killer heat, without waiting for the federal government to take the lead.

In Norfolk, home to the largest U.S. Naval base and the second biggest commercial port on the U.S. Atlantic coast, floods are a perennial problem that has worsened in recent decades, Assistant City Manager Ron Williams Jr told Reuters.

The relative sea level around Norfolk has risen 14.5 inches (.37 meter) since 1930, when the low-lying downtown area routinely flooded. The floods are worse now, because the water doesn't have to rise as high to send the river above its banks and into the streets, Williams said.

At the same time, severe storms are more frequent.

"We've had more major storms in the past decade than we've had in the previous four decades," he said.

Extreme rainfall events have increased too.

Williams does not call what's happening in Norfolk a symptom of climate change.

"The debate about causality we're not going to get into," he said.

Still, many scientists see the frequent flooding as consistent with projected consequences of rising global temperatures, spurred by increased emissions of greenhouse gases.

INFRASTRUCTURE PROJECTS PAY OFF

No matter what city leaders call it, some of their actions speak louder than words.

Williams said Norfolk, a city of 243,000, needs a total investment of $1 billion in the coming decades, including $600 million to replace current infrastructure, to keep the water in its place and help make homes and businesses more resilient.

Paying for it will be a burden, Williams said. The city is working with the state legislature and the U.S. Army Corps of Engineers, and hoping federal block grants will help too.

One proposed project, a flood wall to protect the historic Ghent neighborhood and others, would cost an estimated $20 million to $40 million.

Williams said a similar barrier completed in 1970 banished perennial floods from what is now the high-rise downtown. That provided a great return on a $5 million investment, Williams said, with $500 million in assessed real estate value in the area that used to flood but now doesn't.

These measures have made Norfolk a leader for other coastal cities on how to adapt to climate change, said Cynthia Rosensweig, a NASA climate scientist who advises New York City on its response. Rosensweig, Williams and others note that building resilience into infrastructure before disasters hit is far less expensive than rebuilding afterwards.

Henry Conde, a retired U.S. Navy captain who lives in Ghent, said he and his neighbors feel the flood threat viscerally: "There's a low-grade fever, so to speak, or an awareness throughout the year. People are always on edge."

Armpit-high waders, stand-alone generators and sump pumps are standard equipment for when the floods come and the power goes out, Conde said in an interview at his 115-year-old home. Winter nor'easters can be just as bad as summer hurricanes and preparing for the worst beforehand instead of mopping up later is simply an economic reality, he said.

Superstorm Sandy's strike on New Jersey and New York in late October heightened awareness of the need to prepare for incoming water. Sea levels are rising along almost every part of the U.S. coastline, except in Alaska, according to the National Oceanic and Atmospheric Administration ( http://tidesandcurrents.noaa.gov/sltrends/sltrends.shtml ).

Nearly three-quarters of U.S. cities see environmental shifts that can be linked to climate change, but they lag behind the rest of the world when it comes to planning how to adapt to these changes and assessing how vulnerable they are, according to a survey by the Massachusetts Institute of Technology and the non-profit International Council on Local Environmental Initiatives, or ICLEI.

U.S. cities have traditionally focused more on mitigating climate change than adapting to it, the opposite of most cities in the developing world, where vulnerability to climate-fueled natural disasters is already high, said ICLEI's U.S. program director Brian Holland.

More than 1,000 city leaders have signed the U.S. Conference of Mayors Climate Protection Agreement (http://www.usmayors.org/climateprotection/agreement.htm), in which they promise to try to beat global targets to cut greenhouse gas emissions in their communities and urge Congress to pass carbon-cutting laws.

But labeling it global warming can be dicey, given that there is still controversy, particularly among politicians, over whether human activity is contributing markedly to increasing temperatures.

"Given the politicized view of climate change in this country, it seems that some cities are emphasizing risk management - that way they can get on with the important tasks of reducing risk and safeguarding local residents and municipal assets," said MIT's JoAnn Carmin, author of the 2012 survey of 468 cities worldwide, including 298 in the United States.

Still, city leaders can often reach consensus and act more easily than some members of Congress can, said Jim Brainard, the Republican mayor of Carmel, Indiana, and head of the Energy Independence Task Force for the U.S. Conference of Mayors. One reason for this is that lobbyists opposed to climate measures rarely target mayors or other community leaders, he added.

Holography helps firefighters see through flames

Firefighters may soon be able to see through flames and find people trapped in burning buildings, according to details of a new holographic imaging technique described Tuesday.

Some fire departments already use infrared cameras to see through smoke, but these cameras use zoom lenses to collect and focus light. The intense infrared radiation emitted by flames can overwhelm the camera sensors and limit their use, the researchers explain.

The new technique developed by Pietro Ferraro at the National Institute of Optics in Italy and his colleagues makes use of a lens-free digital holography technology in the infrared range.

Holography is a means of producing 3-D images of an object using two beams of light: an object beam and a reference beam. The object beam is shone onto the object being imaged. The reflected light is combined with the reference beam to create a pattern that encodes a 3-D image.

In the new technique described in the journal Optics Express, a beam of infrared laser light is widely dispersed throughout a smoke-and-flame-filled room. A holographic imager records the reflected light and decodes it to reveal what lies behind the inferno.

"The result is a live, 3-D movie of the room and its contents," the Optical Society, which publishes the journal, notes in a news release. "The next step to moving this technology to the field is to develop a portable tripod-based system that houses both the laser source and the IR camera."

Outgoing Transportation Secretary Ray LaHood played the role of town criar warning the peasants of the coming sequester cuts on CNN's State of the Union on Sunday. LaHood rang his bell and warned of the 4 percent reduction coming to his old department that would spell layoffs for federal employees. Oh, and also, it will make flying even worse. "In the end, there has to be some kind of furlough of air traffic controllers, and that then will also begin to curtail or eliminate the opportunity for them to guide planes in and out of airports," LaHood said. He said they're already looking at where they can possibly make cuts if a deal isn't reached. "This sequester is very serious business, and it requires us to make the reductions that we're making," LaHood said. "It requires us as painful as it is to furlough the people that we're going to have to furlough.? And we're taking it very seriously." But just because the Transportation Department is getting prepared and LaHood is playing Paul Revere doesn't mean he doesn't think a deal is off the table. Far from it. LaHood still thinks there's time on the clock for Republicans a Democrats to get together and get a deal done. (Oh, good, another last minute deal, said everyone still suffering from fiscal cliff flashbacks.) On NBC's Meet the Press, LaHood seemed optimistic this might happen. One person who doesn't think the sequester is that big of a deal is Sen. Tom Coburn. On Fox News Sunday,?Coburn said he feels the administration is "absolutely" exaggerating the sequester's potential effects. If anything, he feels the cuts should happen. "There?s easy ways to cut this money that the American people will never feel... not cutting spending is going to be disastrous for our country," Coburn said.

Sen. John McCain said he expects Chuck Hagel to finally be confirmed as Defense Secretary this week on CNN's State of the Union. "The president deserves an up-or-down-vote," McCain said. "Now Democrats will say, 'We've never done that before, well they have, and they did with [John] Bolton and John Tower and others. But that doesn't mean that we shouldn't give Chuck Hagel an up-or-down vote, and we should." Then McCain gave his passive aggressive outlook on the chances that Hagel actually gets positively voted through when the vote does happen. "I think it will happen, barring some additional revelation concerning his comments about Israel and all those other unfortunate things he's said in the past." The topic eventually switched over to the President's other pending national security nomination, CIA nominee John Brennan. On that, McCain thinks Republicans may try and delay it for more Benghazi answers just like they did to Hagel. "Look, I don't want to put a hold on anybody. But the American people deserve answers about Benghazi. There are so many questions that are still out there, including what was the president doing the night Benghazi happened?" McCain said. Translation: Look, I don't want to do this thing, but I'm totally going to do this thing because it worked the last time. "He needs to answer these questions. And they say, why now? It's the only time we have maximum leverage -- that's just a fact of life around Washington," McCain said. McCain also wants Brennan to address the?waterboarding?answer he gave in his first hearing again. "Mr. Brennan said that he was opposed to waterboarding and torture, but at the same time he said it had saved lives," McCain said. "I'd like to know what lives were saved, because the information I have is it saved no one's life. There's a lot of misinformation."

Sen. Claire McCaskill thinks it's pretty gross how some people dragged Chuck Hagel's name through the mud during his confirmation process. On Fox News Sunday, she acknowledged that Hagel didn't do well in his hearing, but argued there's been enough belly aching and he should be allowed to do his job already. "Did [Hagel] have the best day that day? Of course not," McCaskill said. "But having said that, he?s qualified [and] I think it?s despicable the way his character has been impugned by other people." She thinks it's about time Hagel be confirmed. "It?s time for us to come together and unite behind him so he can do the best job possible," McCaskill said.?

Rep. Mike Rogers is the chairman of the House Intelligence Committee, and also a Republican. He's not excited about this sequester business, not one bit, for it means bad things for the Defense departement. On ABC's This Week, Rogers argued for some flexibility to allow departments to try and lighten the blow should the sequester axe fall. "There will be an impact on national security, there's no doubt," Rogers said. "So it's really only 2 cents on the dollar over the whole federal budget, but they've scrunched that down into seven months and highlighted, or at least put most of the burden, on the Defense Department.?So that is going to have an impact."

Sen. Patrick Leahy said the Senate will eventually?have some kind of gun bill passed on State of the Union. "I think we will,"?the Vermont Democrat said. But it's going to have to require some team work, something the Senate and the House haven't received very much praise for recently. "I don't want it to be a partisan bill -- I'm working with both Republicans and Democrats," he said. "Unless we work with both Republicans and Democrats, we'll pass nothing." But Leahy implied Republicans are holding out for new border security measures before a gun legislation will ever pass, something he thinks they need to give up on. "If you say there must be total [border] security before we can move forward, that's never going to happen," Leahy said. "This administration, the Obama administration, spent more on border security than any administration in history - there are still going to be some people getting through."

Education Secretary Arne Duncan attacked lawmakers for the never-ending fiscal game that's putting pressure on school districts to constantly expects cuts in federal spending and leading to teachers losing their jobs on CBS' Face the Nation. "There are literally teachers now who are getting pink slips, who are getting notices that they can't come back this fall," Duncan said. Some school districts are already laying people off because they expect Congress and the Senate to let the sequester happen, which would cut federal funding. These are teachers. Won't someone think of the children? "We don't have any ability with dumb cuts like this to figure out what the right thing to do is," Duncan said. "It just means a lot more children will not get the kinds of services and opportunities they need, and as many as 40,000 teachers could lose their jobs." What's at the forefront of Duncan's argument is that avoiding the sequester shouldn't be this hard. "The fact that this is so easily avoidable is why I'm so angry," he said. "If folks would just work together, compromise, find the middle ground, we wouldn't put districts and families and children through this much trauma. It doesn't make any sense whatsoever." Duncan said the inability for Republicans and Democrats to work together is the root of his anger. "Sequester was set up to be painful to everybody, recognizing the dysfunction of Congress, to be so painful it would force people to come to the table," Duncan said. "And the fact that people in Congress are so tone-deaf to what's really going on in their districts ... that to me is unimaginable."

The Financial Security Project (of Boston College) references the ongoing risk aversion that many investors still seem to laboring under.

They note:

Mutual fund investors poured some $17 billion into domestic equity funds in January, reversing 2012?s trend, according to the Investment Company Institute (ICI), an industry trade group.

But it?s too early to declare that fund investors have fully recovered from the 2008 market collapse, even as the bullish S&P500 stock market index flirts with its 1,565 all-time high reached on October 9, 2007.

This is something we see in the office all the time, and it is classified as a financial behavioral issue: Boomers have not not gotten back into equities, as they age they continually pare back their risk profiles.

I am not sure what the solution to the behavioral issue will be, but I suspect a lot of people who previously thought of themselves as ?comfortable? might be in danger of outliving their monies.

These are strange days . . .

Since its inception, App.net has been working hard to improve its growing platform, giving all of its paid users a 10GB bucket of cloud storage and opening up its File API so devs could use the data stored there. Today, folks wanting in on the fledgling social platform can do so without paying the $36 annual fee -- provided you can score an invite from a paying member. And, there's something in it for paid accounts who refer folks. Both the inviter and invitee get an extra 100 MB of storage (up to 2GB) if the invitee subsequently follows 5 people and authorizes a third-party app.

Should you be lucky enough to score an invite, you won't have the same level of access as your paid brethren, however. Free accounts can only follow up to 40 users -- paid accounts have no such restriction -- and get a 500MB cloud locker. Also, while paid accounts can upload 100MB files, gratis accounts are limited to 10MB uploads.

We got to speak with Dalton Caldwell, CEO of App.net about the shift to a freemium model and he told us that the move has been in the works for some time. The reason it took awhile to do so is that App.net wanted to ensure that it had a market for its paid services and that it had enough of an app ecosystem to make App.net appealing to free users as well. Caldwell also informed us that in order to keep the number of free accounts manageable, paid members will get a limited number of invites to start -- with more invites appearing as the company finds it prudent to do so.
